In a shabby Atlantic City, Sallie (Susan Saradon) is learning to be a blackjack dealer in her desire escape to a more glamorous Monaco. She lives opposite Lou (Burt Lancaster), an aging would-be gangster, nostalgic about his inventively remembered past. When her estranged husband returns with drugs and a get-rich-quick plan that goes awry, Lou finds that he must live up to his fiction. And as he attempts to help her, he also transforms himself.
